The EB-5 Immigrant Investor
Program
A structured pathway to U.S. permanent residency through qualifying investment.
What is EB-5?
Established in 1990, the EB-5 Immigrant Investor Program allows eligible foreign nationals to pursue U.S. permanent residency by making a qualifying investment in a U.S. commercial enterprise that creates at least 10 full-time U.S. jobs. Â
Through EB-5, investors, their spouses, and unmarried children under 21 may obtain U.S. green cards, enabling them to live, work, and study anywhere in the United States.
What Are The Benefits Of The
EB-5 Program?
The EB-5 Immigrant Investor Program provides eligible foreign nationals and their families with a structured pathway to U.S. permanent residency.
Permanent Residency for the Investor and Family
A single qualifying EB-5 investment may provide U.S. permanent residency (Green Cards) for:
- The principal investor
- Their spouse
- Unmarried children under the age of 21
This residency allows families to establish long-term roots in the United States.
Pathway to U.S. Citizenship
After maintaining lawful permanent residency for the required period (generally five years), EB-5 investors and eligible family members may apply for U.S. citizenship, subject to meeting all applicable naturalization requirements.
Freedom to Live, Work, and Travel
EB-5 permanent residents may:
- Live anywhere in the United States
- Work for any employer or operate a business
- Travel in and out of the country without employer-based visa restrictions
This residency allows families to establish long-term roots in the United States.
Greater Flexibility Compared to Temporary Visas
Temporary visa categories (such as H-1B) may restrict employment mobility and require ongoing sponsorship. EB-5 permanent residency offers broader flexibility and independence from employer sponsorship.
Access to U.S. Education
Children of EB-5 investors may:
- Attend U.S. public primary and secondary schools
- Apply to U.S. colleges and universities
- Potentially qualify for in-state tuition, depending on residency and state regulations
No Language or Professional Requirements
The EB-5 program does not require any prior business experience, specific professional background, or English-language proficiency.
Eligibility is based primarily on investment qualification and lawful source of funds.

The Process
01
Select a Qualified EB-5 Project
The investor selects a qualifying EB-5 investment opportunity. CTP’s offerings are located in Rural Targeted Employment Areas (TEAs), qualifying for the reduced investment threshold under current regulations.
At this stage, investors review offering documents and coordinate with their immigration attorney.
02
Make the Required Investment
The investor transfers the required capital investment into the designated project structure in accordance with offering documents.
EB-5 investments must be “at risk” to qualify under program requirements.
03
File the I-526E Petition
Through an immigration attorney, the investor files Form I-526E with USCIS.
This petition demonstrates:
- Lawful source of funds
- Investment in a qualifying project
- Compliance with EB-5 program requirements
Processing times vary based on country of birth and USCIS workload.
04
Receive Conditional Permanent Residency
Through an immigration attorney, the investor files Form I-526E with USCIS.
Upon approval of the I-526E petition and visa availability, the investor and qualifying family members may obtain conditional U.S. permanent residency (Green Cards).
This conditional period lasts for two years.
05
Job Creation & Project Execution
Through an immigration attorney, the investor files Form I-526E with USCIS.
During the conditional residency period, the EB-5 project must meet required job creation thresholds (minimum of 10 qualifying U.S. jobs per investor).
Regional Center projects may count direct, indirect, and induced jobs, as permitted under program rules.
06
File the I-829 Petition (Removal of Conditions)
Near the end of the two-year conditional period, the investor files Form I-829 to remove conditions on permanent residency.
This petition demonstrates:
- The investment remained at risk
- Required jobs were created
Upon approval, the investor and qualifying family members receive permanent U.S. residency without conditions.
